A war hammer can be wielded with one or two hands, so would it be under a bastard weapon with this aspect or would it be still considered a small one-handed or long one-handed weapon that are said lengths (small)32'' and (long)39'' or if it is more aspect of bastard weapon make it bastard weapon lengths?

As far as i know our weapons are all defined by length. No matter the visual appearance of sword axe hammer or mace.

    hammers were of varying lengths.

Some of them for cavalry were ment to be used one handed, lucrene hammer iirc late 14th early 15th centuy but continued in use later in similar forms, that name is also given to the 2 handed versions, i think it's Swiss???. Some even resembled things like fists holding a spike.

can be used on handed on foot as well paired with a shield usually.

Loger ones like, Poll axes or "bec de corbin" Were designed to be used 2 handed on foot. Think of them as a giant can opener, there is a reason they look a great deal liek a halagan tool. You can see their proscribed use in the manuel Jue De La Hace, as well as iirc Lictehhauer and Fiore's Flos de Bllitigia (my spelling in forging lang is iffy from memeory)
